POSITION SUMMARY:

  • The incumbent to this position primarily serves as a USNAVSO/FOURTHFLT Public Affairs Planner/Training Program Manager.  The candidate(s) will provide Administrative and staff support services to the US Naval Forces Southern Command/U.S. Fourth Fleet Staff located at Naval Station Mayport, FL.  The incumbent will perform the necessary function of oversight for USNAVSO/FOURTHFLT Public Affairs program in a designated office during normal work hours of 0730-1630

RESPONSIBILITIES:

Specifically, the Contractor shall:

  • Provide Public Affairs and Training Management support to USNAVSO/FOURTHFLT in a designated office during normal work hours of 0730-1630. 
  • Contractor shall perform as the USNAVSO/FOURTHFLT Public Affairs Planner and Training Program Manager.
  • Monitor USNAVSO/FOURTHFLT policies, plans, operations and other activities with potential public affairs opportunities, and make appropriate recommendations to the PAO.
  • Arrange appropriate audiovisual coverage of significant USNAVSO/FOURTHFLT evolutions for public affairs and documentation purposes, coordinating with Navy and Joint Public Affairs Support Elements, Combat Camera Group and others.
  • Coordinate with command leadership to ensure reasonable and consistent access for the news media and public visits within the constraints of existing operational security (OPSEC) measures.
  • Perform OPSEC for Public Release reviews on all articles, captions and public affairs guidance.
  • Review and update all public affairs related sections in guidance, orders and plans.
  • Participate in Future Plans Working Group meetings.
  • Assist Reserve integration for exercise and Public Affairs manning support.
  • Manage public affairs branding to ensure standardized and effective brand recognition of the command.
  • Advise the Commander and staff on perception considerations associated with all command activities and offer options to mitigate potential second and third order effects.
  • Produce communication products promulgating the Commander’s guidance and strategy objectives.
  • Develop communication strategies within the Latin American and the Caribbean socio-cultural landscape. 
  • Coordinate and synchronize diverse message delivery systems.
  • Provide advice and guidance to personnel preparing communication strategies and products in support of command exercises, operations and deliberate/crisis planning efforts.
  • Maintain and catalogue command history and coordinate with Navy History and Heritage Command.
  • Prepare and submit annual Command Operations Report to Navy History and Heritage Command no later than March 31st each year for previous calendar year.
  • Coordinate and synchronize public affairs and information operations efforts with command, components and USSOUTHCOM.
  • Assist Public Affairs office with Defense Travel System (DTS) cross-organization processes.
  • Maintain and update related content public and internal SharePoint sites.
  • Attend planning conferences for exercises and operations that require public affairs and/or training support.
  • Serve as Joint Training Working Group (JTWG) direct liaison to USSOUTHCOM J777, attend JTWG events and make periodic reports as required.
  • Consolidate and validate inputs to JTWG and obtain quotas for approved JTWG requirements.
  • Provide support to the command Joint Training Information Management System (JTIMS) administrator and coordinate with Defense Readiness Reporting System (DRRS) program manager for mission essential training tasks.
  • Serve as principle Joint Knowledge Online (JKO) Training Coordinator.  Assist command personnel with JKO related matters and issues. 
  • Ensure personnel complete Theater Entry Training Requirements in accordance with the Foreign Clearance Guide (FCG) to maintain short-notice deployable status.
  • Serve as General Military Training (GMT) and Navy E-learning program manager.  Track the training status for the command and submit routine reports to command leadership.
  • Maintain Fleet Training Management and Planning System (FLTMPS) and Total Workforce Management System (TWMS) Training Coordinator profiles in support of training administration.
  • Serve as principle liaison to United States Agency for International Development (USAID)/Office of Foreign Disaster Assistance (OFDA), coordinate USAID/OFDA training events as required.
  • Coordinate and reserve training spaces on base to include the Afloat Training Group Mayport (ATG-M) auditorium and NS Mayport HQ (Bldg. 1) meeting rooms.
  • Serve as Operational Planning Team (OPT) member for any/all operations/exercises pertaining to Public Affairs and Training.
  • Develop exercise Public Affairs training events and story boards to meet Mission Essential Task List training objectives.
  • Provide training management support to lower echelon commands and assigned reserve units.
  • Maintain currency and basic first aid and CPR.
  • Complete all command and DoD required training in accordance with DoD, Navy and command instructions.
  • The employee will not have personnel administrative support or budgetary authority.

EXPERIENCE AND CREDENTIALS:

Candidate(s) must have the following minimum experience and certifications:

  • Bachelor’s Degree.
  • Special Qualifications Desired: JQO, MSOC, JPME I, JPME II, AJPME, or MOPC.
  • Completed OPSEC and Public Release Decisions (OPSE-1500) online training.
  • Minimum 10 years Military or civilian executive level staff/office experience.
  • Comprehensive understanding of Public Affairs and Information Operations.
  • Extensive experience with JKO, FLTMPS, TWMS, CeTARS and Navy E-learning.
  • Knowledge and understanding of the socio-cultural and political-military environment in Latin America and the Caribbean.
  • Possess exceptional written and oral skills sufficient to develop nuanced public affairs guidance, recommendations and assessments of perceptual factors to leadership and staff regarding operations, exercises and engagements in Latin America and the Caribbean.
  • Proficient at all MS Office programs to include SharePoint 2013.
  • Possess superior leadership and organizational skills.
  • Spanish language skill is desired.
  • Ability to work with Senior Executive Staff.
  • Must have excellent written and verbal English communication skills.
  • Good organizational skills and attention to detail.
  • Will be required to undergo and pass applicable background checks.
  • Must be a United States Citizen to support this government contract, possess and maintain a current SECRET level security clearance.
