POSITION SUMMARY:

  • The incumbent to this position primarily serves as a USNAVSO/FOURTHFLT representative for clearance investigations, visit requests and all security-related inspections..  The candidate(s) will provide Administrative and staff support services to the US Naval Forces Southern Command/U.S. Fourth Fleet Staff located at Naval Station Mayport, FL.  The incumbent will perform the necessary function for USNAVSO/FOURTHFLT in a designated office during normal work hours of 0730-1630.

RESPONSIBILITIES:

Specifically, the Contractor shall:

  • Provide personnel security services per DoD guidance, operate, secure, maintain, and supervise Command security clearances, e-QIP investigations, command visit requests and all security access badges.
  • Maintain currency and inspection readiness for two Secure Compartmentalized Information Facilities (SCIFs) for bi-annual Defense Intelligence Agency Accreditation.
  • Supervise and track all command security training, to include annual basic SCI refresher training and annual ORCON, unauthorized disclosure, and classification marking training.  This includes any additional command security training as required by the Command Security Manager, DoN, DoD or SSO Navy.
  • Maintain and issue command courier cards.
  • Provide foreign area travel advisory briefings for command personnel traveling overseas.
  • Maintain and update all security access lists for each of the command buildings.
  • Coordinate with the Physical Security Officer as the backup point of contact on issues concerning alarm resets, malfunctions or lock installation for the command.
  • Coordinate with the Information Assurance Manager for readiness on Command Cyber Inspections.
  • Maintain currency for the Command Intelligence Oversight, Operational Security and Security Standard Operating Procedures.
  • Assists N6 by authorizing security clearance currency for all new SIPRNET and JWICS accounts.
  • Processes all transfer-in-status requests for members checking into and out of the command.
  • Maintain and update as required Memorandum of Understanding agreement with USSOUTHCOM for security access badge reciprocity.
  • Assist the Command Security Manager on all command security incidents requiring a local or DON CAF level clearance suspension or revocation, performed through the Security Access Eligibility Report (SAER).
  • Administer Intelligence Community Directives requirements. 

EXPERIENCE AND CREDENTIALS:

Candidate(s) must have the following minimum experience and certifications:

  • Ability to complete JPAS, Scattered Castles security database online training.
  • Professional system administration experience desired, but not required.
  • Be knowledgeable of SECNAV Inst 5510 series and applicable Intelligence Community Directives. 
  • OPSEC training/management experience.
  • Ability to work with Senior Executive Staff.
  • Must have excellent written and verbal English communication skills.
  • Good organizational skills and attention to detail.
  • Will be required to undergo and pass applicable background checks.
  • Must be a United States Citizen to support this government contract, possess and maintain a current TOP SECRET/SCI level security clearance.
