  • The incumbent to this position primarily serves as a USNAVSO/FOURTHFLT Travel Management Specialist.  The candidate(s) will provide Administrative and staff support services to the US Naval Forces Southern Command/U.S. Fourth Fleet Staff located at Naval Station Mayport, FL.  The Resources and Requirement Department is responsible for the full range of financial analysis, resource management, budget formulation and execution, requirements establishment, assessment programming, contracting guidance and Appropriation Laws advisory duties.    The incumbent will perform the necessary function of oversight for USNAVSO/FOURTHFLT travel program in a designated office during normal work hours of 0730-1630


Specifically, the Contractor shall:

  • Provide Travel/Admin Support to serve as the Organizational Defense Travel Administrator (ODTA)
  • Responsible for overall travel functions of USNAVSO/FOURTHFLT to include establishment of the organizations and sub-organizations.
  • Establish and maintain personnel DTS profiles and assign default LOA and organization.
  • In/out processing command staff, pulling in DTS accounts and releasing upon completion of tour.
  • Create and maintain routing lists.
  • Create, assign and maintain group access.
  • Create groups to view documents of detached and cross org members for file accuracy and obligation.
  • Provide DTS and CITIBANK user training to staff members.
  • Review travel authorizations and travel vouchers for compliance with JTR.
  • Process cross org authorization.  Create cross org Routing List and assign LOA labels.
  • Inform travelers on current USNAVSO/FOURTHFLT policy and changes to JTR regulations.
  • Conduct liaison with Naval Station PSD, Personnel Support Activity (PSA) for establishment of ID for Foreign Liaison Officers access to DTS.  
  • Centrally Billed Account (CBA) administrator, resolving discrepancies and matching invoices for payment.
  • Serve as Primary Agency Program Coordinator of the Government Travel Charge Card Program.  Generate and monitor Citibank travel program reports IAW DoDI 5154.31, Volume 4.  Notify travelers of delinquent account status and follow up to ensure delinquency is cleared.  Provide monthly reports to Department Director and Deputy and immediate notifications of improper use of government travel card. 
  • Request new and replacement travel credit cards, track travel card reports and notifications.   Activate/deactivate member cards and increase/decrease card limits as required.
  • Create duplicate profiles for assigned Reservist personnel to ensure NRO’s process.
  • TOPS administrator for N8 Department.
  • Serve as Alternate Department Security Manager.
  • Maintain Lines of Accounting (LOA) and assign them to the correct organization and corresponding budget label.
  • Create, edit and remove information in the Budget module.
  • Serve as alternate point of contact for correcting rejected transactions resulting from financial errors.
  • Analyze travel documents and reports available in DTS and resolve problems that are identified.  
  • Enter established travel budgets and track funding in DTS.
  • Perform financial management analyst functions to include analyzing travel data for reporting purposes, validating travel obligations in financial systems and entering travel and other financial data for system reconciliation including STARS-FL, CFMS, and DTS.
  • Review STARS-FL transactions for accuracy and deobligation for cancelled trips.
  • Follow-up with travel claims for liquidation of travel orders or close of accounts for cancelled requirements. 
  • Track and verify DTS travel orders for timely obligation to the official accounting system.
  • Obligate and verify non-DTS travel orders in the official accounting system.
  • Performs a variety of budgetary functions when reconciling the command’s travel program.
  • General knowledge the execution of funds to include:  Service Operations and Maintenance (O&M), Official Representation Funds (ORF), Latin American Cooperation Funds (LATAM), Traditional Commander’s Activities (TCA) funds,  Community Relations (COMREL) funds, Service Increment Funds (SIF), Humanitarian and Civic Assistance (HCA), Developing Country Combined Exercise Program (DCCEP), Combatant Commander Exercise Engagement (CE2), Joint Exercise Transportation Program.


Candidate(s) must have the following minimum experience and certifications:

  • Minimum 4 years’ relevant experience 
  • STARS FL Access/Training (OJT)
  • JTR Training
  • Appropriations Laws
  • CITIBANK Custom Reporting System (Basic and Advanced)
  • DTS Centrally Billed Accounts Training
  • Knowledge of DoD FMR
  • Ability to work with Senior Executive Staff.
  • Must have excellent written and verbal English communication skills.
  • Good organizational skills and attention to detail.
  • Will be required to undergo and pass applicable background checks.
  • Must be a United States Citizen to support this government contract, possess and maintain a current SECRET level security clearance.
