  • The incumbent to this position primarily serves as a USNAVSO/FOURTHFLT Logistics and Maintenance Specialist.  The candidate(s) will provide Administrative and staff support services to the US Naval Forces Southern Command/U.S. Fourth Fleet Staff located at Naval Station Mayport, FL.  The incumbent will perform the necessary function for USNAVSO/FOURTHFLT in a designated office during normal work hours of 0730-1630


Specifically, the Contractor shall:

  • Provide Logistics support service to assist staff in coordinating sources for repair and maintenance of theatre operational assets.
  • Coordinate and facilitate theater entry requirements as necessary to support military and civilian personnel providing technical, logistical and material support/assistance to theatre assets. 
  • Provide expertise and support to ensure USNAVSO/FOURTHFLT maintenance and sustainment objectives are achieved.
  • Coordinate with all maintenance and repair providers to ensure compliance with established and approved regulations/directives.
  • Establish and maintain effective communications through the Contracting Officer Representatives (COR’s) with contracted Husbanding Service Providers (HSPs) in order to facilitate maintenance and material personnel movement throughout the USSOUTHCOM Area of Responsibility (AOR).
  • Coordinate contracting actions for onsite technical support of Regional Maintenance Centers (RMCs), SERMC/SWRMC for maintenance requirements of surface and rotary assets assigned to USSOUTHCOM AOR.
  • Submit recommendations for standard operating procedures and coordinate Contractor support of aviation and surface units operating in support of USNAVSO/FOURTHFLT.
  • Coordinate USSOUTHCOM travel training requirements for the execution of transportation in support of maintenance support actions, crisis and Expeditionary Operations and exercises for USNAVSO/FOURTHFLT. 
  • Research sources of technical support and coordinate transportation needs to ensure the most expeditious and cost savings delivery maintenance support personnel and supplies.
  • Coordinate inputs for review and approval for contracting actions for procurement of maintenance support requirements.
  • Establish and track Hazardous Material (HAZMAT) certification requirements at Regional Maintenance Centers (RMC).
  • Coordinate with commercial air freight carriers to deliver parts and supplies in support of all assets operating and/or supporting USNAVSO/FOURTHFLT mission objectives.
  • Participate in CONUSNAVSO/FOURTHFLT meetings, conferences and briefs as required.
  • Collect and maintain data to support program operation and initiatives.
  • Participate in the development of USNAVSO/FOURTHFLT maintenance transportation policies in coordination with JIATFS, USSOUTHCOM, and other DoD and DoN Logistics agencies as required.
  • Provides annual and quarterly fuel consumption projections inputs to FLEET FORCES COMMAND and COMNAVSURFOR.
  • Provide expertise and advice in effectively and efficiently expediting maintenance requirements in support of exercises and operations in a maritime environment.
  • Provide inputs and responses for "Action Items" in response to maintenance inquiries and/or staff actions directly relating to Navy maintenance Operations and/or Navy maintenance Logistics transportation execution.
  • Acts as USNAVSO/FOURTHFLT Logistics Maintenance Lead on committees, meetings, operational planning teams (OPT), planning or special study groups as required.
  • Develop Standard Operating Procedures (SOP) as required for supply assessments, projects, and summaries, issues relating to maintenance, procedures, and standards.
  • Identify actual or potential problem areas, trends, significant program accomplishments, merit and deficiency situations, and areas of imbalance in procedures, standards, guidelines or operations, provide input directly to the designated Government representative.
  • Act as USNAVSO/FOURTHFLT’s alternate NALO Coordinator, responsible for scheduling of Navy aircraft in support of COMUSNAVSO missions, ammunition movement and logistics support of VP squadron operating out of CSL Comalapa, El Salvador 
  • Provide assistance in locating and expediting parts and equipment for repair and maintenance of theater operational assets.


Candidate(s) must have the following minimum experience and certifications:

  • Knowledge of contemporary administration, policies, procedures, standards, objectives, and resourcing requirements.
  • Naval Logistics Background Desired.
  • Extensive knowledge of naval operations, maintenance and logistics practices as well as familiarity with coordination of large scale military operations.
  • Significant experience working with Husbanding Service Providers; practical experience with Latin and Central American HSP's preferred.
  • Possess expertise and experience in AOR transportation management, ATFP administration, unit maintenance procedures, safeguarding classified materials and reports, security access codes, and the preparation of military shipping documents.
  • Ability to apply analytical methods and techniques to problem solving, mission and other issues and effective application of military maintenance matters.
  • Knowledge of Microsoft Office applications sufficient to develop reports and correspondence and create presentations.
  • Military or civilian executive level staff/office experience.
  • Possess superior leadership, attention to detail, and organizational skills.
  • Spanish language skills are desired but not required.
  • Ability to work with Senior Executive Staff.
  • Must have excellent written and verbal English communication skills.
  • Will be required to undergo and pass applicable background checks.
  • Must be a United States Citizen to support this government contract, possess and maintain a current SECRET level security clearance.
