Position Summary:

  • Milvets Systems Technology is seeking application programmers to provide application maintenance and development support services for the delivery of consistent, modern and cost-effective business solutions for USDA/FSA and other agencies that FSA partners with.  The primary scope of work will include technical services such as:  requirements determination; analysis; design; development; configuration; construction; unit, integration and string testing; certification test support; deployment support; maintenance support; and production support of existing and new custom, system changes. Application development and maintenance scope includes but not limited to business rules, reports, interfaces, conversion, enhancements, forms and workflow (BRICEFW).
  • The United States Department of Agriculture (USDA), Farm Services Agency (FSA) administers and manages farm commodity, disaster, and loan programs as authorized by Congress through a network of federal, state, and county offices. FSA’s administrative and programmatic functions are supported by a large network of automated systems maintained by its Office of the Chief Information Officer (OCIO) and is also responsible for developing Information Technology (IT) support for new programs, replacing existing programs, modernizing existing platforms and systems, and maintaining existing systems.  FSA is responsible for an increasing number of web applications resulting from on-going efforts to modernize program delivery to the web environment; and the current SAP landscape, as currently implemented, comprises the following but not limited to SAP components: NetWeaver Portal, Customer Relationship Management (CRM), Process Integration (PI),TREX Search Engine, Data Services and Data quality management(DQM).

Position Core Responsibilities:

  • Under general direction, formulates and defines system scope and objectives.
  • Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
  • Prepares detailed specifications from which programs will be written.
  • Designs, codes, tests, debugs, and documents those programs.
  • Competent to work at the highest technical level of all phases of applications systems analysis and programming activities.
  • Develop well designed Java based programs creating quality code, performing code reviews and develop unit tests
  • Regularly provides guidance and training to less-experienced analyst/programmers.
  • Other duties as assigned

Experience and Credentials:

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related degree from an accredited institution.
  • Experience directing teams in the implementation of new or enhanced technical capabilities within a customer organization.
  • At least 10 years of experience that demonstrates the knowledge, skills, and abilities to write secure code.
  • At least 10 years of relevant database and system development experience for large scale information technology and database systems utilizing DB2, IBM Mainframe tools, COBOL, as well as Java, and SQL Server
  • Experience providing analysis related to the design, development, and integration of hardware, software, man-machine interfaces and all system level requirements to provide an integrated IT solution.
  • Experience formulating and defining a system’s scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
  • Sun/Oracle Certified Java Developer certification
  • Must have excellent written and verbal English communication skills.
  • All candidates are required to pass a drug screening, criminal history check, and credit check PRIOR TO BEGINNING WORK.
