Position Summary:

  • Milvets Systems Technology is seeking a Lead Systems Architect to provide application maintenance and development support services for the delivery of consistent, modern and cost-effective business solutions for USDA/FSA and other agencies that FSA partners with.  The primary scope of work will include technical services such as:  requirements determination; analysis; design; development; configuration; construction; unit, integration and string testing; certification test support; deployment support; maintenance support; and production support of existing and new custom, system changes. Application development and maintenance scope includes but not limited to business rules, reports, interfaces, conversion, enhancements, forms and workflow (BRICEFW).
  • The United States Department of Agriculture (USDA), Farm Services Agency (FSA) administers and manages farm commodity, disaster, and loan programs as authorized by Congress through a network of federal, state, and county offices. FSA’s administrative and programmatic functions are supported by a large network of automated systems maintained by its Office of the Chief Information Officer (OCIO) and is also responsible for developing Information Technology (IT) support for new programs, replacing existing programs, modernizing existing platforms and systems, and maintaining existing systems.  FSA is responsible for an increasing number of web applications resulting from on-going efforts to modernize program delivery to the web environment; and the current SAP landscape, as currently implemented, comprises the following but not limited to SAP components: NetWeaver Portal, Customer Relationship Management (CRM), Process Integration (PI),TREX Search Engine, Data Services and Data quality management(DQM).

 

Position Core Responsibilities:

  • The candidate must be experienced with web, desktop, and server application software design and development environments.
  • Establish system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems.
  • Provide guidance and structure for creating and maintaining software infrastructure
  • Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
  • Ensure these systems are compatible and in compliance with the standards for open systems architectures, the OSI and ISO reference models, and profiles of standards - such as IEEE OSE reference model - as they apply to the implementation and specification of information management solution of the application platform, across the API, and the external environment/software application. 
  • Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models. 
  • Collaborate with team members to design technical architectures and perform code and architecture reviews
  • Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action. 
  • Document architecture decisions and results as part of Software Development Life Cycle (SDLC) deliverables
  • Interface with Enterprise Architecture team members to ensure compliance with Enterprise Architecture technical guidelines
  • Champion the implementation and usage of SOA architecture, enterprise patterns, and governance processes
  • Provide daily supervision and direction to staff.

Experience and Credentials:

It is required that the Architecture Lead has the following qualifications:

  • Over 10 years’ relevant architecture experience for large scale information technology and database systems comprised of a multi-tier architecture and the integration of highly complex commercial software products and custom code in JAVA, JBoss and SQL Server.
  • Experience developing and architecting Java/J2EE applications.
  • Interface Driven Development - ability to pick an interface, understand the specifications and create classes.
  • Possesses in-depth knowledge/expertise with the architecture requirements
  • Experience with traditional and agile frameworks in a highly dynamic development environment.
  • Sun/Oracle Certified Architect or other equivalent combination of certifications and experience acceptable to the government
  • Strong attention to detail and proven ability to manage multiple tasks and adapt to a changing, fast paced environment
  • Detail oriented with strong organizational skills and the ability to prioritize.
  • Overall technical knowledge with ability to review and provide feedback on support documents
  • Must have excellent written and verbal English communication skills.
  • All candidates are required to pass a drug screening, criminal history check, and credit check PRIOR TO BEGINNING WORK.
