Position Summary:

  • Milvets Systems Technology is seeking a business analyst  to provide application maintenance and development support services for the delivery of consistent, modern and cost-effective business solutions for USDA/FSA and other agencies that FSA partners with.  The primary scope of work will include technical services such as:  requirements determination; analysis; design; development; configuration; construction; unit, integration and string testing; certification test support; deployment support; maintenance support; and production support of existing and new custom, system changes. Application development and maintenance scope includes but not limited to business rules, reports, interfaces, conversion, enhancements, forms and workflow (BRICEFW).
  • The United States Department of Agriculture (USDA), Farm Services Agency (FSA) administers and manages farm commodity, disaster, and loan programs as authorized by Congress through a network of federal, state, and county offices. FSA’s administrative and programmatic functions are supported by a large network of automated systems maintained by its Office of the Chief Information Officer (OCIO) and is also responsible for developing Information Technology (IT) support for new programs, replacing existing programs, modernizing existing platforms and systems, and maintaining existing systems.  FSA is responsible for an increasing number of web applications resulting from on-going efforts to modernize program delivery to the web environment; and the current SAP landscape, as currently implemented, comprises the following but not limited to SAP components: NetWeaver Portal, Customer Relationship Management (CRM), Process Integration (PI),TREX Search Engine, Data Services and Data quality management(DQM).

Position Core Responsibilities:

  • The Java Business Development  Analyst is involved hands on in designing, coding, enhancing and testing of software applications to meet business process requirements.
  • He/she applies functional knowledge and technical expertise in the implementation of configuration changes and maintenance of software applications.
  • Design and implementation of analyses that will identify requirements related to people, processes and technology
  • Development of technical design documents (specifications) based on functional design documents (business requirements)
  • Design and develop applications based on technical/functional design documents. Includes hands on involvement in designing, coding and testing of program modules
  • Assess and resolve non-standard/standard issues/problems largely on own initiative
  • Design and develop applications based on technical/functional design documents. Includes hands on involvement in designing, coding and testing of program modules
  • Development of technical design documents (specifications) based on functional design documents (business requirements)
  • Creation, execution and documentation of tests necessary to ensure that an application or technical environment meets performance requirements (technical, functional and user interface)
  • Maintenance, repair and performance tuning of applications
  • End user support activities
  • Manage own work product, schedules and deliverables
  • Assigned and accountable for specific areas of responsibility/deliverables
  • Ability to identify, assess and provide resolution of complex issues and problems
  • Makes decisions within parameters set by manager, using job experience
  • Seeks advice and escalates issues when faced with tasks/problems outside normal scope of job
  • Other duties as assigned

Experience and Credentials:

  • Bachelor’s or Master’s Degree in Computer Science, Information Systems, Business Administration, or other related field or equivalent work experience;
  • Minimum of 3 years of experience on successful, enterprise level information technology projects;
  • Minimum of 3 years of experience in integration of multiple systems or applications;
  • Minimum of 3 years of experience in gathering and documenting business requirements (functional and non-functional) on full life cycle development projects;
  • Minimum of 3 years of experience conducting JAD sessions with multi cross functional agencies and stakeholders;
  • Minimum of 3 years of experience creating comprehensive Test Plans and use of automated testing tools;
  • Experience with meeting facilitation and requirements documentation;
  • Experience with business analysis and gathering and documenting requirements
  • Ability to gather and evaluate customer requirements and needs.
  • Strong communication and collaborative skills; and
  • Excellent oral, written and communication skills;
  • Ability to work independently or cooperatively with other software developers
  • Ability to deliver the assignments of the project in the agreed schedule, to the correct technical specification (i.e. defined to meet user requirements) within the approved budget and other specified criteria
  • Accountable to the assigned Project Manager for all phases of specific projects.
  • Must have excellent written and verbal English communication skills.
  • All candidates are required to pass a drug screening, criminal history check, and credit check PRIOR TO BEGINNING WORK.
