PROGRAM DESCRIPTION:

The objective of this team effort will be to provide Application Management (APM) Services for four USASOC Units; the USASOC G6, USASOC G6 Sensitive Activities (SA) Branch, and the 160th Special Operations Aviation Regiment (SOAR), and the U.S Army Special Operations Supply Support Activity (ARSOSSA).  The work will include onsite support to develop, administer, and maintain portal, web, applications, and database development that span Non-Secure Internet Protocol Router Network (NIPRNET)/Secure Internet Protocol Router Network (SIPRNET)/ACCM /SAP classification levels in full accordance with Department of Defense (DoD) and organization regulations, directives, and customer procedures.

The team will provide portal, web, application, and database development and maintenance services in developing net centric applications to support functionally diverse business processes used in support of USASOC and its’ subordinate units including their tactical operations. Support the development, migration, testing, documentation, integration, and maintenance of current and legacy applications, including Government Off-the-Shelf (GOTS) / Commercial Off-the-Shelf (COTS) products to support USASOC business needs for:  Web-based software, applications and content; Databases, database software, applications and content; Application support for the development, migration, testing, documentation, integration, and maintenance of current and legacy GOTS/COTS software and new Applications

POSITION SUMMARY:

The Program Manager is the overall manager for all USASOC contract effort and shall serve as the Contractor's authorized point of contact focal point for interfacing with the USASOC Contracting Officer's Representatives (CORs).

The Program Manager (PM) plans, directs, controls and monitors all phases of the support program, from inception through completion, to ensure satisfactory completion of the program objectives.  They are responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical and administrative areas. The PM must possess excellent oral and written communications skills with a demonstrated capability for dealing with all levels of Government management personnel, Contractor managers, and other Government representatives.

RESPONSIBILITIES:

  • Establishing and maintaining relations with USASOC clients' senior-level managers
  • Manages the program to ensure fulfillment of contractual obligations including cost, quality and schedules while maintaining company profit motives
  • Acts as a point-of-contact for all matters relating to the assigned contract for representative between government personnel and MILVETS management team
  • Coordinates and/or approves local operating and personnel actions, policies and procedures within the generalized framework of overall corporate guidelines
  • Responsible for contract administrative functions including safety, security, and labor reporting
  • Ensures adherence to established standards of individual performances and site discipline
  • Manages monetary resources in such a manner to keep the contract within budget guidelines and meet all MILVETS budget objectives
  • Provides a high degree of customer satisfaction by quality performance and best-return for their investment
  • Maintains as a liaison with customer representatives
  • Provides management guidance and control for the efficient utilization of human resources assignment, performance, morale and overall welfare
  • Performs other duties as assigned
  • Generally works in normal office environment, but may be required to travel domestically and internationally on short notice, to austere environments, under harsh living conditions

EXPERIENCE AND CREDENTIALS:

  • Bachelor's degree in an associated discipline preferred
  • Ten (10) years in related technical environment. Five (5) years in a managerial role
  • At least eight years of experience working in Government environment as either a Member of the Armed Forces, Government or Contractor employee with at least five years management experience including leading large complex projects or multi-disciplined teams
  • Extensive knowledge of Department of Defense, United States government structure and agency procedures and policies for identifying and developing potential business opportunities
  • Knowledge of various computer skills desirable (ex:  Excel, Word, PowerPoint, etc.)
  • Additional knowledge/skills may be required by contract or assignment
  • Will require some travel to CONUS and OCONUS Special Operations locations depending on requests by the customer. May be required to attend off site meetings.
  • Excellent communication, effective leadership and interpersonal skills
  • Good organizational skills and attention to detail.
  • Will be required to undergo and pass applicable background checks.
  • Must be a United States Citizen to support this government contract, possess and maintain a current TOP-SECRET level security clearance.
  • In accordance with DoD 8570.01 and DoDD 8140.01 “Cyberspace Workforce Management”; Candidate must meet the Information Assurance Technician (IAM) Level II requirements  by having one of the following certifications: GSEC, Security+ CE, SSCP,  CCNA-Sec, Cissp, Cisa, CASP, GCIH, GSEC, or GCED.
