Program Manager (PM) will manage a team supporting the Public Key Infrastructure (PKI) and Security Email Marking Plug-In (SEMP) Software Development contract. The team will be responsible for the design, design, development, testing, integration, implementation, and maintenance of network encryption and security solutions (e.g., Public Key Infrastructure (PKI), Smart Card Access, and Security Email Marking Plug-In (SEMP).


The PM will be responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. The PM will take projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.

The PM will assure that the program fully complies with all objectives within the government Task Order emphasizing the Enterprise approach. Long-range goals will continue to focus on implementing PKI across all elements of the Special Operations Forces (SOF) enterprise and seamlessly integrate into Service and Department of Defense (DoD) PKI models. Additionally, United States Special Operations Command’s (USSOCOM) PKI implementation shall conform to DoD PKI Memorandums and Directives.

  • The qualified PM shall use project management principles such as Project Management Body of Knowledge (PMBOK), Project Management Professional (PMP) and or Agile to manage their work effort. The Contractor shall perform the following tasks:
  • Provide project management support that encompasses the life-cycle of organizational projects. This includes managing project demand, work prioritization, resource scheduling, solution development, and product delivery.
  • Develop and implement the controls essential to successful project execution. This includes conducting project meetings, creating and maintaining project charters and task lists, managing project execution, measuring and reporting project performance, and conducting post-effort retrospective reviews.
  • Produce and maintain a portfolio of projects so that project dependencies and relationships can be easily identified across the SOF enterprise.
  • Develop and maintain a library of project templates and past project artifacts to promote continuity, reusability, and reproducibility of Government business processes.


  • Experience delivering PKI development and/or integration projects within the DoD preferred
  • SOF Operational Experience preferred
  • S/W Development Experience required
  • Bachelor's Degree Required 
  • PMP Certification preferred
  • Must have excellent written and verbal English communication skills
  • Good organizational skills and attention to detail.
  • Will be required to undergo and pass applicable background checks.
  • Must be a United States Citizen to support this government contract, possess and maintain a current TOP  SECRET SCI level security clearance.
  • In accordance with DoD 8570.01 and DoDD 8140.01 “Cyberspace Workforce Management” ; Candidate must meet the Information Assurance Technician (IAT) Level II requirements  by having one of the following certifications: GSEC, Security+ CE, SSCP,  CCNA-Sec, Cissp, Cisa, CASP, GCIH, GSEC, or GCED)
